SUMMARY OF THE PROJECT

The project “Further Support to Forensic Medicine in Kosovo” has been constructed to accommodate the multiple areas of expertise required as defined by the project ToR. The project team has detailed knowledge in the area of project management, technical expertise in the field of forensics, knowledge of European and international best practices, EU criminal justice systems, the Rule of Law, and the project’s sustainability through regional networking.

The IPA2 project aims:

The project team has detailed knowledge in the area of project management, technical expertise in the field of forensic services, knowledge of European and international best practices, EU criminal justice systems, the Rule of Law, and the project’s sustainability through regional networking.

The project goals are:

The provision of independent forensic services in a transparent, professional and efficient manner, consistent with European standards to the Institute of Forensic Medicine. Implementation of procedures which define how the Institute co-operates, reports to and exchanges information with other Kosovan institutions, such as prosecution, judiciary, Forensic Science Agency, Police, the Government Commission on Missing Persons and the medical community. Building and enhancing the capacity of the Institute’s staff and those of other institutions where relevant, in the areas of archaeology, anthropology, toxicology, forensic biochemistry, and forensic medico-legal capacity and missing person investigation.

Developing and preparing the toxicology laboratory with a view to accreditation. Strengthening cooperation between the Institute for Forensic Medicine and other stakeholders including judges, prosecutors, defence councils, police and civil societies to raise awareness and to enable full implementation of the legal and procedural frameworks. Strengthen cooperation and collaboration with foreign institutions for forensic medicine and their associated networks.

The IPA 2 Project Key Experts are:

Professor James Speers has extensive experience as a senior forensic scientist practitioner in the forensic investigation and the management of serious crimes and terrorist offenses in Northern Ireland. He has also considerable experience in Program development, teaching and practice of Forensic Services (both forensic science and forensic medicine) at national (UK) and International level (Poland, Tukey, Jordan and Palestine). Prof. Speers has considerable experience in leading and developing programs of work for the United Nations and the European Union to modernise the criminal justice system and security sector in the Middle East, specialising in the development of Forensic services and legal frameworks.  Professor Speers is the Academic Chair for the post-graduate research and forensic science teaching courses at Murdoch University Australia and as the project team leader for IPA 2 ‘Further support to forensic medicine Kosovo’ working in Kosovo for up to three years on a FIFO basis.

Professor Damir Marjanović is currently Rector and full-time professor at International Burch University, Sarajevo Bosnia and Herzegovina. He is also full-time professor at University of Sarajevo, Bosnia and Herzegovina and visiting professor at University of Split, Croatia. He was long-term head of the Laboratory for forensic genetics at the Institute of Genetic Engineering and Biotechnology Sarajevo, and he is currently providing scientific assistance to the Institute for Anthropological researches, Zagreb, Croatia. Between 2012-2013 he was Minister of education and science, Canton Sarajevo, Bosnia and Herzegovina. He was also employed as the expert in the field of forensic genetics by OSCE (Kosovo), European Agency for Reconstruction (Serbia) and International Commission on Missing Persons (Bosnia and Herzegovina), but also, he was working for the Institute Rudjer Boskovic and Genos scientific company (Croatia). In 2011 he was awarded as the Scientist of the Year in Bosnia and Herzegovina. His main scientific field of interest is forensic, population and molecular genetics and molecular anthropology. He published 5 books, 16 book chapters, more than 75 scientific and review articles and abstracts in CC, WOS, SCOPUS journals and total around 230 scientific papers and abstracts in other journals and scientific publications. Also, he was an invited speaker on 50 different international and national scientific events.

Objectives:

Strengthen cooperation and collaboration with foreign institutions for forensic medicine and their associated networks.

Results:

The project activities have been adapted to address these challenges, and they will be continually reviewed and addressed during project implementation to ensure that services established at the end of the project will be aligned with beneficiary and stakeholder expectations.
